This advertisement is for a Select Exempt Service (SES) position located with the Bureau of Contract Management and Monitoring.

This is a highly responsible position in the Bureau of Contract Manager and Monitoring. The position reports to the Bureau Chief and leads the Administrative Monitoring and Training Section (Section). The Section will consist of 3 employees.

Basic responsibilities:

  • Develops and provides, in conjunction with the Bureau of Professional Development, ongoing contract management and monitoring training for Department Contract Managers, Local Contract Coordinators, and other applicable staff tasked with the management and monitoring of contracts/grants and invoices.

  • Develops and maintains a Contract Technical Manual and provides technical assistance to Department Contract Managers throughout the term of the contract (e.g., telephone calls, e-mails, and consultation with program areas within the Department);

  • Facilitates uniform contract management policies and practices for Department Contract Managers (e.g., Contract Technical Manual guides issues related to contract management and monitoring of contracts);

  • Identifies components/recommended documentation of the Department Contract Manager’s contract files.

  • Assists program areas in the development of contract-specific contract monitoring tools.

  • Conducts contract quality improvement reviews (e.g. Department Contract Manager File Reviews, Contract Compliance Reviews, and administrative contract monitoring on assigned Department strategic contracts); and

  • Serves as a liaison between the Department and its Department Contract Managers, concerning contract reviews and audits (i.e., Internal Audit).

    SPECIFIC DUTIES & RESPONSIBILITIES:

  • As supervisor, the incumbent provides training for employees; evaluates, plans, and directs employees’ work; has authority to recommend the hire, transfer, or discipline of subordinate employees. Evaluates and reviews the contract administrative monitoring section’s effectiveness, staff workload, personnel issues, and related administrative activities. Supervises and/or prepares performance appraisals, develops standards, and approves leave for staff.

  • As supervisor of Central Office staff this position’s responsibilities include oversight in administrative monitoring of assigned contracts to ensure successful monitoring of Department contracts and determine the adequacy of controls over contract monitoring activities.

  • Directs administrative monitoring activities and provides technical support to staff by assisting them in identifying and analyzing problems related to assigned contracts. Ensures monitoring tools and corrective action plans are being utilized appropriately. Provides oversight and direction to staff to ensure compliance with mandatory requirements with Florida Statutes, Rules, and Departmental Procedures.

  • Assists with the review of new contracts and verifies all references to Florida Statutes, Rules, and Departmental Procedures, recommending changes as necessary.

  • Performs desk reviews and conducts quality assurance reviews of the contract managers’ contract file records regarding compliance with the FDC Procedure 205.013 and Contract Advisory 06-01 Revised for a selected program area monthly. Assists in identifying problematic areas; provides technical support to contract managers to resolve problematic issues. Prepares written reports of desk reviews and quality assurance reviews of contract file reviews.

  • Serves as the primary point of contact for the Office of Administration's internal and external audits and reviews contract audit findings and responses. Assists with contract-related correspondence and statistical data as a basis for recommending contract management enhancements, facilitating corrective action, and reporting the status of contract monitoring activities within the bureau. Recommends innovative methods in the management and monitoring of assigned contracts. Reviews internal and external contract audits for the Department to recommend contract management enhancements, facilitate corrective action, report the status of contract monitoring activities within the Department, and provide training as needed.

  • Recommends and drafts monitoring policies and assists in the establishment of procedures.

  • Develops training and provides oversight and assistance in the development of contract management and monitoring training. Ensures training opportunities are meeting the needs of the contract managers and administration.

  • Updates and provides oversight in updates to the Contract Technical Manual as it pertains to departmental procedures, legislative initiatives, Comptroller Memorandums, and best practices both internal and external to the agency.

  • Guides contract managers and local contract coordinators in the process of developing contract monitoring tools and completing annual risk assessment plans.

  • Assists with the review of assigned administrative policies and procedures that impact the bureau, evaluates the impact on operations, identifies potential problems, and recommends appropriate action.

    KNOWLEDGE, SKILLS & ABILITIES:

    REQUIRED QUALIFICATIONS:

  • Bachelor’s degree or higher from an accredited college or university

  • Current Florida Certified Contract Manager or be willing to obtain certification.

  • Minimum of two (2) years of supervisor or management experience

  • Minimum of two (2) years of contract reviewing/auditing, contract management, or monitoring experience.

  • Minimum of two (2) years of in training, teaching, or instructing individuals.

    PREFERRED QUALIFICATIONS:

  • More than two (2+) years of supervisor or management experience.

  • More than two (2+) years of contract reviewing/auditing, contract management or monitoring experience.

  • A strong background in conducting program evaluations and audits.
