U.S. Census Bureau Chief Decennial Statistical Studies Division in Suitland, Maryland

Summary The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief, Decennial Statistical Studies Division. This position is a Senior Executive Service (SES) Career position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES. Responsibilities As the Chief, Decennial Statistical Studies Division you will: Participate in the planning and formulation of Census Bureau policy and programs, with specific responsibility for the mathematical statistical techniques and statistical standards to be used in decennial census programs. Work with the senior staff of the Decennial, Demographic, and Research and Methodology Directorates as well as representatives of other agencies in planning the design of the decennial census, the American Community Survey, related experimental designs, and special studies. Direct research to develop new decennial census methodology and to improve sampling, estimation, and analysis methods--in general and to meet specific objectives. Direct projects to improve the coverage of the decennial census, developing new methods to accomplish the objective of accurately counting everyone in the census when existing techniques are not sufficient. Direct the redesign and continual improvement of the census post-enumeration survey and other procedures to measure the coverage of the census. Travel Required: Occasional Travel Description: Travel may be required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission. Requirements Conditions of Employment To meet the minimum qualifications, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed. These qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement. If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once permitted to return to the office building, you will be expected to do so within 30 calendar days of receiving notification. At that time, you may be eligible to continue to telework or work remotely two or more days a pay period consistent with the Census Bureau's flexible telework and remote work policies and approval from your supervisor. Conditions of Employment: U.S. Citizenship. Background investigation and/or security clearance is required. One-year probationary period may be required. Professional and Technical Qualifications (PTQs): PTQ #1 Extensive experience and understanding of statistical theory and applications that can be applied to the leadership of a primarily mathematical statistical organization that supports large, complex surveys and censuses. PTQ #2 Experience in dealing effectively with high-level statistical officials in Federal, State, tribal and local organizations, data-user communities, professional groups, industry, the general public, and international agencies. PTQ #3 Broad level of experience managing or overseeing multiple, large-scale complex projects, within scope, schedule, and budget. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. or B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. For Data Scientist (ES-1560) series, the education requirement is: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Additional Information Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter. Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period. Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
