THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $80,000 - $90,000

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE MANAGER

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Training Department delivers foundation and in-service training dictated by a training plan created each fiscal year. They also provide frontline staff with the values, skills, and knowledge necessary to support Child Welfare and Juvenile Justice cases, primarily through core trainings provided by the James Satterwhite Academy. Juvenile Justice Training unit is responsible for delivering mandated pre-service and in-service training to Division of Youth and Family Justice (DYFJ) secure and non-secure detention staff. In addition, training is provided for DYFJ Close-to-Home (CTH) and Family Preservation Services (FPS) Congregate Care Specialists.

The position will work as part of a team of directors within the PPM division to improve recruitment, retention, staff development, coaching and supervision of ACS and Close to Home provider agency staff. Responsibilities of this position include:

  • Supervise one direct report (Office Aide).

  • Manage, maintain, and serve as a key resource to troubleshoot JSA facility plant and equipment operations which impact the delivery of Training and provide feedback and resolution to the administrative team.

  • Initiate and prepare CS-900’s and program service contracts; reconcile invoices for payment and validate all receiving reports for supplies and services rendered for training operations.

  • Collaborate with the Curriculum/Registration Department to procure and ensure delivery and receipt of all JSA training materials inventory.

  • Assist the Registration Department with Child Protective Specialist (CPS) and Youth Development Specialists (YDS) Congregate Care Specialists, (CCS) onboarding activities and responsibilities.

  • Event Management System (EMS), HSLC and RXR building management portal back-up person for the Departments and external stakeholders.

  • Coordinate out of town travel and lodging arrangements and serve as a principal liaison for external stakeholders.

  • Support Administration for Children’s Services (ACS) divisions and preventive agency operational activities and events as needed.

  • Assist the Division of Policy, Planning and Measurement’s (DPPM) Research & Evaluation Department in administering new hire pre & post-test and maintaining/distribution of the Skill Progress Reports for the CPS workers.

  • Assess, identify, and propose ongoing opportunities to promote and foster a collaborative working environment by spearheading the Well-Being Committee at the James Satterwhite Academy

  • Establish, develop, and maintain collaborative working relationships to achieve successful outcomes.

  • Provides relative information, advice and support to Executive Director and Program Directors in respective planning, development and overall JSA operational needs as required.

Qualifications

  1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

  2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

  3. A four-year high school diploma or its educational equivalent and six years of

satisfactory, full-time progressively responsible experience as described in "1"

above, 18 months of which must have been in an administrative, managerial,

executive or supervisory capacity. The supervisory work must have been in the

supervision of staff performing clerical/administrative work of more than

moderate difficulty; or

  1. Education and/or experience equivalent to "1", "2" or "3" above. However, all

candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above

the high school level may be substituted for the general clerical/administrative

experience (but not for the administrative, managerial, executive or supervisory

experience described in "1", "2" or "3" above) at a rate of 30 semester credits

from an accredited college for 6 months of experience up to a maximum of 3½

years.
