The supports the Cornell research community by providing guidance on research integrity and responsible conduct of research. ORIA oversees research compliance programs at Cornell in research integrity, financial conflicts of interest related to research, export and import controls, research with live vertebrate animals, human participants, and regulated biological materials. ORIA establishes research integrity and research assurance in the following functional areas: Institutional Animal Care & Use Committee; Institutional Biosafety Committee; Institutional Review Board; Conflicts of Interest; Responsible Conduct of Research; Export Controls; and Research Security.


The Export Controls Office is responsible for helping the University community understand and comply with export control laws and regulations. This position reports to and works closely with the Export Control and Research Security (ECRS) Officer for Cornell University.

Your Mission

As Export Control Associate, you will help to ensure that Cornell research complies with all obligations under the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) regulations, as well as various import regulations. You will accomplish this responsibility by supporting a robust, integrated, and effective program of export and import control compliance, working closely with the ECRS Officer and internal Cornell stakeholders to identify and address potential problems, and providing guidance to Cornell staff and faculty with export control responsibilities within their departments.As an individual contributor, you will model and support a culture of diversity, equity, inclusion, and wellbeing and continually seek to understand how your role, behaviors, and actions impact the success of this culture.Responsibilities will include:

  • Assisting the ECRS Officer with development of policies, procedures, and guidance.
  • In collaboration with the Responsible Conduct of Research team, conducting campus outreach and training related to export and import control.
  • Working closely with researchers, staff, and internal and external stakeholders to assess and address existing and potential export control and compliance issues.
  • Maintaining documentation to ensure accurate and updated information and compliance with record-keeping requirements.
  • Submitting license applications and requests through the government's SNAP-R system.
  • Reviewing incoming goods and assisting with import permits as needed.
  • Conducting formal risk assessment activities and implementing follow-on corrective actions, with support from the ECRS Officer.
  • Reviewing contract terms and providing guidance to faculty and other researchers, grant and contract officers, technology transfer officers, purchasing representatives, business service center staff, Environmental Health and Safety Officials, and others as necessary.
  • Monitoring and auditing Technology Control Plans.
  • Staying current on federal rule changes that impact the ITAR, EAR, and OFAC regulations and maintaining knowledge of U.S. regulatory requirements.
  • Screening entities against sanctioned parties' lists and providing related determinations and risk assessments to campus.
  • Serving as the primary back-up to the ECRS Officer on all export and import control activities.

  • Bachelor's degree and 3-5 years of relevant experience in export controls or a related field, or an equivalent combination of education and experience.

  • Effective oral and written communication skills, including development and delivery of training, presentations to individuals and groups; developing written guidance, directions, and procedures that are end-user friendly and focused; and engaging external and internal stakeholders to achieve successful outcomes.
  • Proven effective analytical and problem-solving skills, plus the ability to work through formal and informal decision-making networks and apply risk-based analyses and decision-making.

Additionally, it would be nice to see evidence of:

  • Experience with export controls in a research intensive, highly decentralized higher education organization.

Employees who work remotely may receive multiple W-2 forms depending on their work location.
