The mission of Healthy Heart Africa (HHA) is to contribute to the prevention and control of hypertension and the increasing burden of CVD across Africa. HHA was developed by AstraZeneca and it is implemented across Africa in collaboration with African Governments and non-governmental organisations.

AstraZeneca has over a century of experience in treating CVD and an extensive portfolio of medication to treat hypertension. HHA aims to support prevention and control of hypertension across Africa.

HHA aspires to reach 10 million people with raised blood pressure by 2025, working together with local and global partners to:

  • Increase awareness and educate around lifestyle choice and CVD risk factors

  • Train providers and drive care to lower levels of the healthcare system

  • Facilitate access to low cost, high quality branded anti-hypertensives

We are now looking for a Healthy Heart Africa Operations Director to join the team in our offices in Cambridge, UK and our wider Global Sustainability team.

For you to join us in this role, you will have the following expertise and responsibilities:

Area #1 – Operational delivery in Kenya, Ethiopia, Tanzania and Healthy Heart Africa (HHA) expansion markets

  • Acting as the key focal point / liaison for the partners for all above market topics

  • Act as Key operational liaison for set up and monitoring of HHA expansion in 2019 – currently expected to be 2 countries

  • Creation of quarterly (QBR) governance forums with each partner and management of the end to end quarterly reporting cycle

  • Generation and management of ad-hoc reporting requirements

  • Ensuring agendas are built for quarterly meeting, that actions are logged centrally and risks / issues flagged at the appropriate level

  • Ensure that all partner deliverables & payments are covered by an approved statement of work (SOW) that has been approved in line with AZ compliance and legal standards

  • Manage all amendments to existing MSA / SOW arrangements Eg Inclusion of adverse event reporting

  • Ensure partners understand and align with AZ compliance and governance requirements E.g. LOA process

  • Ensure all contractual requirements are aligned with for all parties including on AZ side

Area # 2 – Supplier management

  • Ensure effective management of the existing HHA supplier base (approx. 25 suppliers)

  • Ensure NDAs are in place with all prospective suppliers

  • Ensure all suppliers have undergone appropriate due diligence ahead of contracting – minimum is 3PRM however more detailed due diligence is required for major strategic suppliers.

  • Lead the vendor creation process for all suppliers

  • For “major” suppliers – such as implementing partners – ensure that a full RFP process is conducted and that the proposals are graded fairly and consistently in a manner agreed with compliance, legal and purchasing.

  • Manage the contracting process (both MSA and SOW) with all suppliers / key AZ departments, i.e. legal

  • Manage the invoicing / payment process with all suppliers and ensure payments are made on time

Area # 3 – Governance & Compliance

  • Generate and manage programme wide assurance plan, with resolution of actions identified in both IAS review and Assurance review

  • Act as key liaison for internal assurance monitoring / audit of the programme

  • Conduct and manage RFP process in relation to key supplier selection in line with SSA framework SOP

  • Generate and maintain a programme wide risk log

  • Manage monthly reporting of interactions with Government officials

  • Manage a quarterly “letter of assurance” process with all partners

  • Ensure all relevant approvals and key documents are filed in programme box

  • Maintain core team action logs and ensure actions are followed up

  • Ensure all new suppliers are set up in accordance with AZ standards and that all payments made from the UK are in accordance with AZ policies and procedures

  • Ensure monthly financial accruals are made to accurately reflect the financial position of the programme and that the annual budget is managed in line with expectations

  • Ensuring key legal matters agreed within the Master Services Agreement (“MSA”) for example management of intellectual property rights are administered as per the terms of the agreement

  • Manage contracting / SOW process with partners as required in Kenya and Ethiopia

  • Manage transition of UK based vendors to SSA platform during 2018

Area # 4 – Patient Information & data

  • Monthly reporting of patient pathway information by partner to the HHA Leadership Team.

  • Quarterly reporting of HHA scorecard information for International scorecard

  • Ensure understanding of updated patient forms and alignment with activities of central database partner Savannah

  • Execute process to ensure information strategy is consistent with IRB approvals obtained

  • Lead partner workshops to ensure data collection process and strategy is clear, including future use of technology if applicable

  • Ongoing management of patient database to manage individual anonymised monitoring records – ensure that all key AZ stakeholders (medical, IT, Legal, Global outcomes etc.) are fully aligned with the approach and intended outcomes.

  • Ensure patient level database outputs / reports are endorsed within team and by internal and external stakeholders

  • Ensure that AstraZeneca data publications policy is closely adhered to in terms of data published from the central database

  • Ensure that the programme is full compliant in terms of the following

  • Privacy impact assessments

  • Transparency standards

  • IT security reviews

Area # 5– Budget and Finance

  • Lead the overall budget for HHA – ensuring all activities are planned, budgeted and that budget is not exceeded, liaising with all key partners to ensure the appropriate accruals are made at month end

  • Provide insight on actuals Vs plan for HHA mgmt. and for central finance

  • Lead the 3 year long term plan (LTP) process

  • Run the annual phased budget process

  • Handle financial updates required for each quarterly RBU

  • Manage the FX adjustments between HHA and central finance

  • Handle all queries from central finance, group tax etc.
